9-1-1 EMERGENCY SERVICES
The
Heart of Texas Council of Governments (HOTCOG), through the cooperation of local
governments, has an established 9-1-1
program in the geographical region that it serves. The 9-1-1 program oversees the planning,
implementation, upgrades and fundingof 9-1-1
service and rural addressing projects in Bosque, Falls, Freestone, Hill and
Limestone counties. ( McLennan County
is a district, therefore They are not included in the regional 9-1-1 plan.) Funds for 9-1-1 services are collected from two
fees on home, business, and wireless telephone lines. The first one being the 9-1-1 service fee, which is $.50 per
local exchange access line, and then the equalization surcharge fee imposed on
intrastate long distance service. Both fees are subject to the guidelines and
policies of the Commission on State Emergency Communications (CSEC) and funding
availability.

The GIS
Coordinator produces planning maps available to the public. County maps are
size D (22" x 34") or E (34" x 44") and city maps are
typically size C (17" x 12"). For more information or to request a

Public
Education and Training
In recent years, the 9-1-1 Program
has purchased book covers for local public schools. Products such as litter
bags, pencils, pens, and coloring books are supplied to local fire agencies, EMS
agencies, and Public Safety Answering Points (PSAP) to distribute to the
general public through functions such as fairs or workshops. The Commission on State Emergency
Communications (CSEC) created the Red E. Fox campaign several years
ago. Red E. Fox, the 9-1-1 mascot, along with the newest member of the 9-1-1
for Kids Family, Cell Phone Sally, are there to educate children how to
properly use 9-1-1 through items such as videotapes, classroom packets,
coloring books, and stickers. These items are available to local schools and
daycare centers. HOTCOG owns a Red E.
Fox costume which is available for check out. Costume wearers must be
5’6 – 5’10 and medium build. HOTCOG also provides
Telecommunications Device for the Deaf (TDD) training. This training, usually
held twice a year, is comprised of a 4 hour Comprehensive course and a 2 hour
refresher course. The class is provided to telecommunicators in the HOTCOG
region free of charge.
