Criminal Justice
Fall begins the Community Planning process
for the FY 2012 CJD grant process. Watch this site for dates of the planning meetings
in your county. This year we will be updating the plans for two years; you will
be planning for 2011-2012. If you have not been a part of the Community
Planning meetings in the past, please send your contact information (email
address) to cindy.rafter@hot.cog.tx.us.

Community Planning
The Criminal Justice Planner at the Heart of Texas Council
of Government facilitates the development of an annual county-wide Community
Plan for each of the six member counties. The Community Plan details not only
Criminal Justice issues in the county, such as; juvenile services, victims
services, law enforcement issues, health and social services issues and
emergency management issues. Each Plan
is created by community members attending an open meeting with focus group
sessions to determine the regional needs and priorities. The Plans are then
used to determine if projects requesting funding are appropriate for
consideration by the Criminal Justice Division of the Governor's Office. A
project must meet an identified need in the Community Plan to be appropriate.

please contact the Criminal Justice Planner for details of meetings in your
area.

Criminal Justice Advisory Committee (CJAC)
Grant applications submitted to the Criminal
Justice Division are required to be prioritized by the Council of Government
through use of a Criminal Justice Advisory Committee (CJAC). The Heart of Texas
Council of Governments CJAC consists of members from multiple disciplines in
all six member counties and meets to score the applications received for the
next funding year. From the scores, a priority list is developed and submitted
to the Criminal Justice Division of the Governor’s Office.

Technical Assistance - Grants
The Criminal Justice Planner is available to provide
technical assistance to criminal justice agencies, both public and non-profit,
in the region that are seeking state and federal grant funding through the
Criminal Justice Division of the Governor’s Office. Technical assistance
includes proofreading, clarifications of funding category requirements and
assistance in following required procedures for submission of applications for

Training
Training
is offered to law enforcement related individuals on mandated, intermediate, and
special investigative topics. When possible, training will be offered free or
at a significantly reduced rate. Beginning September 1, 2009 all class
attendees from agencies outside the HOTCOG Region will be charged $30

commission, the HOTCOG Training Program works under the advisement of a Law
Enforcement Training Advisory Committee (LETAC). For more information regarding
