HOTCOG is broken down into three divisions. Those divisions include Administration, Health and Human Services, and Regional Services. Those Divisions each have their own set of programs which they are responsible for.

The Regional Services Division, run by Director Megan Henderson, is responsible for programs including 9-1-1, Community & Economic Development, Criminal Justice, Economic Development, Emergency Preparedness, and Environmental Development.
