In Central Texas, access to safe, affordable housing is more than a basic need; it’s a foundation for thriving communities. The Heart of Texas Council of Governments (HOTCOG) is advancing this goal by helping local governments across its six-county region promote fair housing opportunities through funding, education, planning support, and collaborative regional leadership.

“At HOTCOG, we believe that where you live should never limit your opportunity,” says Dorthy Jackson, Manager of Community & Economic Development. “Through education, funding, and collaboration, we help communities address barriers to fair housing and invest in long-term stability for residents.”

Recognizing Fair Housing Month

Each April, Fair Housing Month commemorates the passage of the Fair Housing Act of 1968 as a critical piece of legislation prohibiting housing discrimination based on race, color, national origin, religion, sex, familial status, or disability. While this law created a legal foundation for housing equity, it takes continued community-level action to realize its protections fully.
HOTCOG supports cities and counties throughout the region in understanding their obligations under the law, identifying potential gaps in housing accessibility, and incorporating fair housing principles into local planning efforts. From workshops to technical assistance, HOTCOG works to keep this vital issue front and center year-round, not just in April.

Supporting Rural Communities Through TxCDBG

An essential part of HOTCOG’s fair housing strategy is ensuring that rural communities have the infrastructure to support housing development. The Community Development Block Grant (TxCDBG) Program for Rural Texas is one of the most powerful tools available to small cities and unincorporated areas.

Through this program, HOTCOG assists local governments in securing state-administered federal funds to complete essential projects like water and sewer line upgrades, drainage improvements, and street reconstruction. These investments improve daily life for residents and make it easier to build and maintain affordable housing in areas that need it most.

“By helping small communities secure these federal funds, we’re able to remove some of the cost barriers that make affordable housing projects challenging,” Jackson explains. “It’s a strategic way to strengthen rural towns while staying rooted in fair housing principles.”

Education and Resources for Equal Opportunity

Beyond funding and infrastructure, HOTCOG helps local leaders and residents understand and uphold their fair housing rights and responsibilities. Support includes navigating potential discrimination complaints, encouraging inclusive zoning practices, and connecting stakeholders with state and federal resources.

Educational tools like the U.S. Department of Housing and Urban Development’s Fair Housing portal clearly explain the law and what to do if housing discrimination is suspected. HOTCOG complements these tools by offering region-specific guidance and referrals to ensure residents and leaders can take action when needed.

Planning a More Equitable Future

Fair housing is certainly about following the law, but, just as important, it helps build communities where everyone can enjoy life. For HOTCOG, this means supporting long-term planning that incorporates housing access, transportation, job growth, and health outcomes.

“Fair housing is more than a legal standard—it’s a reflection of the values we want to see in our region,” Jackson says. “Our work is about making that vision a reality in every community, regardless of size.”
